Hmm, since pageTitle is used for the HTML <TITLE> text and forumTitle is used for the main title in the heading, I think that you're right, this is a bug. The second one should probably be the way it is done.

Please enter this as a Jira issue since stuff like this will get lost among all the other postings.

FWIW, IMHO most people end up highly customizing the visible part of the header and not using this parameter. So, it hasn't been a big deal.
