It's configurable at the user group level. E.g., you can have some users who can create polls or attach and some (like the anonymous user) who can't do this.

I have created few forums for testting, my question is:
why the attachments button appears in the new post page in some forums and not in other forums? the same case for poll too...
Is it configurable?
