Problem is resolved, By default when a new category or forum is created by Admin with Moderation, Admin does not have access to moderate it. that is why I was getting exception.

Admin has to first allow access to all forums and categories whenever you create category or forum with moderate option.

I think at the view proper message should come saying Permission denied.

regards,
/ashish
