I've added "ol" as one of the allowed HTML tags in the configuration manager, but still cannot add
    tags within a post without them getting converted to & l t ol& g t.
      tags work fine. I just want to create a numbered list. Can anyone help me with this?

By configuration manager, I assume that you mean you added it to the html.tags.welcome list?

That should be all you need to do. Did you restart jForum so the new configuration file was read?
