JForum is fully internationalized code that can support any language.
However, to do this, someone has to have supplied a translation set. These sets are contributor maintained with the more common/well supported one being distributed.
Other languages that have been submitted can be found under the Translations forum. Just note that the older ones may need some "tweaking" to work with newer versions.
Creating a language set does not require programming skills. See this article for details.
