download missing install directory

I'm trying to install jforum to work with Apache Tomcat 5.5.27 (on a computer running vista) which is already installed and working properly. The installation instructions say to point my browser to the following address:

http://localhost:8080/jforum/install.jsp

The install.jsp file contains nothing more than the following line:

<jsp:forward page="install/install.page?module=install&action=welcome"/>

Unfortunately, the current downloadable version jforum does not come with an install directory nor do the installation instructions give any mention of how/if I am supposed to create one (and presumably fill it with the appropriate files).

I've also tried following the manual install directions given here:

http://www.jforum.net/install_no_wizard.jsp

As far as I can tell, everything went correctly, however the manual instructions left me hanging after their couple sentences on configuration. Is jforum now setup? If it is, any words/advise letting me know how to access the database would be appreciated.

I also noticed that the index.htm file refers to "forums/list.page". The current downloadable version does not have this directory?

Did you point your browser to install.jsp or not

Yes, whenever i tried to point my browser to install.jsp the same thing happens..
