Force location by network

Hello,
I want to make an application that uses location services (using JSR_179), but from what I see there is no explicit option to set the location provider. I want it to use the network location by default (not the GPS) because the idea is to get an approximate location and the GPS only gets a position if I'm outside.
Does anyone know how to do that? Some criteria settings perhaps.
