i18n - same language, different country?

I need to versions of German in my application, one for Germany and one for Austria. I already have four languages using resources_en, resources_de and so on. But now I need two versions of resources_de. I tried resources_de_AT and resources_de_DE, but no such luck.

Any hints or ideas?
