my project need different user group according to user we need to provide authorization.Consider i have the project the super admin can access all module and he authorize the module to user according to the user privilege ..
how it can i implement in struts

You could integrate Acegi (http://struts.apache.org/2.x/docs/can-we-use-acegi-security-with-the-framework.html)
 
It is sorta covered in the JavaRanch Style Guide.
