This question could use some context. What were you trying to do when this happened? What tool were you using? Eclipse? The command line? Tomcat?

Sounds like a NetBeans error to me. Did you possibly install a new JDK (and remove and old one) after installing NetBeans? Look in netbeans_home/etc/netbeans.conf and fix the value of the netbeans_jdkhome property.
