Include-prelude and include-coda not Working?

I am working through a NetBeans tutorial, substituting Tomcat for Glassfish; everything seems to be working (took some retrofitting) except for the jspf include-prelude and include-coda. Tomcat does not seem to pick up either jspf file. Web searches revealed I was not the only one facing this problem, but I haven't found a definitive solution. Here is a snippet of my web.xml.



Any ideas? Thanks.

Okay, making some progress. It seems to be including the JSP fragments for pages other than /index.jsp; the pages under /WEB-INF/view/ are working as expected. I'll keep digging.

 
It is sorta covered in the JavaRanch Style Guide.
