Very basic guidance for a project

I dont know which will be the best place to post it, so i am putting it here.

I want to make a forum like this. What are the things that i need to learn to be able to make it?

For example:
Java, Networking, Databases, Some kind of framework (maybe ROR, Struts, Spring etc), HTML 4/5, JavaScript etc.
Please tell me which feature of a forum is provided by which tools (like the ones above).
eg HTML would handle the presentation, the database would store user details and questions etc.
