I dont know which will be the best place to post it, so i am putting it here.

I want to make a forum like this. What are the things that i need to learn to be able to make it?

For example:
Java, Networking, Databases, Some kind of framework (maybe ROR, Struts, Spring etc), HTML 4/5, JavaScript etc.
Please tell me which feature of a forum is provided by which tools (like the ones above).
eg HTML would handle the presentation, the database would store user details and questions etc.

Thanks.

This same question has been asked by one other user here http://www.coderanch.com/t/581457/java/java/Creating-forum-application-java. Take a look at the replies there.
