Is this part of an Ant script? Dos you have the ant-contrib library installed? If so, the docs might help:
http://ant-contrib.sourceforge.net/tasks/tasks/if.html

Looks like it is testing a property, rfa.jar, and if the value is not "no" and if it is set to an existing file, then the file is copied to another directory. (Seems like a lot of work to go through to avoid adding a "failonerror" flag to the copy task)
