Problem authenticating FileZilla FTPS Server in implicit mode using apache ftps client

Hi guys,
I am trying a sample program to understand the FTPS authentication mechanism with a) Implicit and b) Explicit mode

A snippet of the program:

FTPSClient ftps;
if (protocol.equals("true")) {
ftps = new FTPSClient(true); //for implicit connection
} else if (protocol.equals("false")) {
ftps = new FTPSClient(false); // for explicit connection

With the explicit mode, I am giving the username and password through and then trying to connect and the authentication succeeds which is expected.
But with the implicit mode too, only on giving the username and password the authentication succeeds which should not be the case (As per my understanding: with implicit mode, A client is immediately expected to challenge the FTPS server with a TLS/SSL ClientHello message. If such a message is not received by the FTPS server, the server should drop the connection).

Am I missing something in the client code or in the server configuration?

Am stuck!!

Guys!! Please help me with this issue
