SOAP action and mustUnderstand attributes

Hi all,
Here is a question. In the SOAP header blocks,we can give attributes as actor and mustUnderstand, but what if I validate the header block with it's xsd schema. In that case, the element in the header block should not contain actor and mustUnderstand ,becuase I do not declare these two attributes in the schema for header block element.Even then the declaration of these two attributes is allowed in header blocks. Why?

Please help me clear this doubt.

Please post your question once. It is the same as you have already asked.
