how to convert Traditional to Simplified Chinese in linux.

Now I have a text file.
The text file have traditional and simplified chinese.
the text file encoding is utf-8.
In Linux, How can i convert all text to simplified text.
If the sulation can be implemented with c++, it will be better.

What do you mean by "to simplified text"?
Another encoding of the same contents or something ore sophisticated?
