SOAP header blocks and their namespaces

Hi all,
It is known that the children of the header elements can have actor and/or mustUnderstand attributes,but what if the schema of the header's children forbids them to have any attributes.Do we have to change the schema for the child element's namespace,so that the child element is now defined to have an attribute like actor and mustUnderstand?
As per SOAP schema,<anyAttribute> is used for Header and Body elements ,not for their children,whose definition depends on their own schema definition.

If I am wrong,please correct me and clarify my doubt.
I will be obliged.
