Does that mean, with Struts 2 alone, we cannot get the best implementation? Or integrating it with spring webflow only makes more sense if I already have spring web flow in my applications?

You can always implement your webflows from scratch, regardless of the framework you use. Spring webflow is there to make your life easier in this particular area. I think that using spring webflow is better than implementing your own from scratch, unless it's something very simple where you don't want the overhead of the learning curve.

Take a look at this book, Practical Apache Struts 2 Web 2.0 Projects by Ian Roughley. It has a chapter devoted to what you need.

As for the Spring Webflow plugin, it seems not easy for someone without Spring knowledge to get it working. At least it was the case for me.
