I have linked the jar files:
com.bea.core.descriptor.j2ee.binding_1.6.0.0.jar
com.bea.core.descriptor.j2ee.ja_1.6.0.0.jar
com.bea.core.descriptor.j2ee_1.6.0.0.jar
com.bea.core.descriptor.settable.binding_1.7.0.0.jar
com.bea.core.descriptor.wl.binding_1.4.0.0.jar
com.bea.core.descriptor.wl.ja_1.4.0.0.jar
com.bea.core.descriptor.wl_1.4.0.0.jar
com.bea.core.descriptor_1.10.0.0.jar

Check this.
com.bea.core.descriptor.wl_1.3.2.0.jar looks like the jar you need.
But am puzzled seeing com.bea.core.descriptor.wl_1.4.0.0.jar on your classpath

Are the jars in your classpath?

Did you try putting it in the lib folder?
