Are these softwares enough to run my project?

I have eclipse indigo, oracle 9i and jdk 1.7 are these enough to start a project eg: billing system.

More than enough. You don't strictly speaking need an IDE, and the JDK actually comes with a DB. But you may need some kind of server, such as Tomcat or GlassFish.
