I've tried the following on my local server: - checked/fixed web.xml and struts-config.xml for any errors - re-copy struts.jar at WEB-INF\lib folder - checked sql connections - re-build, re-deploy, and the project

If WebSphere can't find Struts classes, it wouldn't be able to load the servlet. Can you confirm your struts.jar in fact has an HtmlTag class? (You can unzip the jar to see what is in it.)
