issue with hyper link using frames

I have created a web page which contains 3 frames(Top,Left and right). I have images which contain link to other sites like,, etc..

when i am trying to click on that link its pointing to my web applications Context path with tomcat path. like http://localhost:8811/RGSystems/

and its resulting the erros : HTTP Status 404 - /RGSystems/

Here is my code in html:
