Can a Tile refer to an action?

Hi! I'm using Struts2 and Tiles2 in hope of bringing some better stucture to my app. I got tiles refering to JSPs working, but I need some of the tiles to incorporate actions. Is this possible? e.i.

I keep geeting FileNotFound exceptions, so I guess it's not able to recognise actions and only expect files?
