SOAP Schema

Hi all,
I have a basic question.
Why is it mentioned everywhere(Even in RMH) that SOAP 1.1 schema specifies elementFormQualified is qualified, when on the SOAP SCHEMA on the web it is not mentioned as anything, which should mean that the elementFormDefault should be unqualified.

Help me if any answers.

Thanks...
