itext pdf: Nested Table_how to enlarge pdfptable to fit pdfpcell

I am trying to add variable height pdftable to pdfcell. Whenever the table is larger than pdpfpcell, it is being added successfully. But whenever the table is smaller than pdfpcell (when the table has only one row and the font size is smaller), the table occupies the top half of the pdfpcell. Please let me know how to fit this table to pdfpcell.

PdfPCell c30 = new PdfPCell();  
c30.addElement(table2);  
c30.setPadding(0); 
table1.addCell(c30);
