what are things on which experienced developer pays attention while web development?

Hi all,
I have just completed my first website.
I had many problems because of my inexperience like i tried to do all styling through css after development of my website which caused me a great pain.
So i want to know on which things experienced developer pays attention while web development and in which order?
like do they write css before any jsp,servlet code or do they write all code and then after css,Is there any trick,doing this efficiently.

Tushar,
Usually we create mockups/prototypes before the website. That way the customer can provide feedback before we invest in Java code. This means HTML/CSS get done before any work on the Servlet/JSP gets done. I generally work on HTML/CSS in parallel because I design parts of the screen in each pass.
