Hi,
As you know in software development
there is a collection of refactoring
practices/rules for code and also
databases. The aim of this is to
gradually improve the design...
One of the original authors describing
this was Martin Fowler in 1999.
Is there something similar in the world
of processes/work flows?

Not that I'm aware of - this is still work that needs to be done.
