Create a way to access configurations on backend

Hello,
I have a web service built in JAX-WS and running on a web logic server. The project has few configuration details in a properties file located in the WAR. I would like to be able to edit them a bit easier. I was thinking about placing them outside of the WAR, and then I got an even better idea. Is it possible to make an HTML page with a couple forms or something of that nature that would load the properties file onto the page and then one could edit the properties and then press a button to save?

What approach should I take to go about this?
