we are going to initiate a new project
which is more suitable for java as a backend ?
SQL SERVER or ORACLE ?

Without any more information about what the requirements are for the system you're developing, that question is impossible to answer.

Both Microsoft SQL Server and Oracle databases can be used from Java; there's no fundamental difference between them that makes one better than the other in all situations.
