scrollbar in tiles

i am developing project using strut 1.2.9. with tomcat 5.5
my template code is as follows

in my loginpage.jsp the code is

   <tiles :-P	 ut name="header" value="/top.jsp" />
   <tiles :-P	 ut name="menu" value="/list.jsp" />
   <tiles :-P	 ut name="body" value="/content.jsp" />
   <tiles :-P	 ut name="bottom" value="/below.jsp" />

in my loginpage.jsp the content.jsp only should have scroll bars.
ie the files of attribute body only should have scroll bar.

ie the concept of frame . how this can be implemented in strut1.2.9

for my code the entiere page is scrolling but only content area should have scroll bars.
