I want to get back in the IT industry after a 4 years hiatus where I was pursuing other interests.

I've worked 3 years as a Java Developer (2005-2008) and I have a masters degree in Software Engineering.

Do you think its likely I'll be able to get a job even with such a gap on a CV - advise on how to approach the situation?

Can you recommend any Java/EE projects I can volunteer on to refresh my skills?

Look for some OpenSource projects with the technology set that you might be familiar with. Apache, SourceForge are some examples.
