Where does System.getProperty("os.version") get its value in Win XP?

A computer I am working on has a newish install of Windows XP SP 3 on it. It wasn't upgraded from an older OS. Single boot. System Properties, Dxdiag, and HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion all show OS version 5.1, but System.getProperty("os.version") returns 4.0. Other Win XP machines I have tested System.getProperty("os.version") return 5.1. Other third party software also recognize the wrong OS on this machine.

Could someone please tell me where exactly the System.getProperty("os.version") 4.0 value might be coming from on this particular machine?
