"portal" can mean many things. Struts can be used to create 'portals'. Check Encyclopedia Britannica for 'portal'

The idea of a Portal is that you have a Portal server that serves "portlets" which are widget-like page fragments that are combined into a single page. The specification most commonly used to create portlets in Java is JSR 168.
