Enumeration definition in XML Schema is redundant

Please just confirm (or refute) that this enumeration within a schema definition (.xsd file) is redundant,that's it, it could be deleted and the behaviour would be the same (due to the second simpleType in the union, just letting through anything being 5 characters long or less ):
