Command Line Arguement.

The question was which of the following is true and this was one of the options.
Kindly explain What does the following line means:

"When the compiler gets the command-line argument that instructs it to construct any missing directories it needs, a destination directory must NOT be include in the command line."
Kindly explain what does the preceding line means.
