Painting on screen outside of window?

Hello!! How would I go about painting an image on the screen over other applications? For example, if I wanted to have a man run across the screen, but without a jframe. So it would look like the man was running on top of whatever application was currently being run?

I googled for "transparent window java" -- because you would have to draw your running man on a window controlled by your application -- and the first thing it came up with was actually an Oracle tutorial: How to Create Translucent and Shaped Windows. There were other links returned that looked like they might be useful but I didn't follow them.
