In this message, I clicked the Quote button on the original post and then included a URL in my reply (using the URL button) and as you can see (unless it's a problem with my browser) it doesn't display the quotes in a quote box or the URL as a link.
I tried editing it a few times and the first time I noticed that the Disable HTML in this message option was checked. I unchecked in for the edit but it made no difference.
The Preview shows the URL in this message appears to be okay, so it make just be a one off thing due to me (presumably) accidentally clicking the Disable HTML in this message option in my original reply.
Edit: Just tried clicking Quote on the original post again and noticed the Disable HTML in this message option was checked - so it wan't me accidentally setting it.
I've now used the Reply button to repost my reply and that seems okay.
It's the 'Disable BB Code in this message' that mattered. I think those checkbox states are inherited from the last message posted in the threda -- in this case, the OP -- so you may not have clicked it at all.
There are no new questions, but there may be new answers.

Those checkbox states are inherited, yes. Although, at this point, I don't remember if those states are inherited from the first post of the thread or the post you are quoting. I think it's the latter, but I don't have the code open in front of me.
