RMI Newbie— how to programmatically run RMI Registry from within web app

I want to invoke Java RMI Registry from within the web app that will be deployed on server. Also, the Java.policy file will also be stored within the files of the web app.
How do I invoke RMIRegistry to run in the above scenario? Is it possible to store the java.policy file as a part of the web app (and not separately as a standalone file with its own path-> as most guides advise?)
Another thing-- I am trying to run a java web app, and in the guide for that web app it is advised that " For your server to register with the RMI registry you must run rmiregistry from the command prompt. IMPORTANT: you must do this from somewhere where it cannot find your class files, ie. not from your codebase."
The problem is that I am trying to deploy the web app on a cloud PaaS-> where I dont have direct shell access to the server running Tomcat...Should I create a separate web app just to invoke RMIRegistry, and keep the web app clearly separate from the RMIRegistry invocation web app?(To meet the above condition..)?
