error 404 in tomcat

Have set up a dynamic web project in eclipse with a tomcat 7 installation.

I want to be to set the server to us the tomcat installation instead of the workspace metadata location but when eclipse displays the Overview screen for the server the Server locations section is disabled and therefore I am unable to change it.

I am getting a 404 while trying http://localhost/8080

Please let me know how can I change the location for my server

1.how you are configuring tomcat to eclipse?

2. do you want to run server with out eclipse help? If yes
a) find out server installation folder and go to bin then double click startup.bat file to run
b) before step a , make sure to set JAVA_HOME environment variable to your Operating System.

Localhost:8080 from browser is giving me 404.
configuring tomcat to eclipse as a new server from server tab below in eclipse.
