Websphere automatic configurations for workspace setup

Hi ,
We are building a project where we are having multiple modules of webservice-operations in it.

lot of them publish messages to topics and queues at the end of the service and returns success.
Every time we are setting up a project for a new resource we need to setup entire workspace + resource settings in websphere.Some workspaces are fine as we exported the CAR file and imported into the websphere new profile.
But for some it is not working.
My question is ,IS there any xml conf sort of thing that will allow new users to just import and the resources like (JDBC,QUEUES,PROVIDERS,Resource adapters) all are automatically created and eneterd in the server.xml.

I am looking for a solution where we can include that in the workspace resources folder and when imported will create server settings for websphere
