I was thinking of writing an location awareness app using the proximity of the phone to various wireless networks on the campus where I work - would you know of an API to get me started on this?

Sounds like you want to use COARSE location (as opposed to the FINE location provided by GPS): http://developer.android.com/guide/topics/location/strategies.html
