xml, imgs, java are around 7MB but apk is over 25MB

HOW CAN MAKE THE APK file the min...? my assets xml, imgs, java are around 7MB but apk is over 25MB?
How setup in java file encoding to utf-8 for appearing in Activity from within a map collection, Russian characters? currently displaced un-understandable chars glyphs...

the below should work in 4, 4.0.4, 4.1
