Accent characters in page name

Hello
Can anyone help with this. I have a Windows server running Railo/Tomcat 4.0.2.002
If I call a page where the name contains an accent character I get an error:
http://localhost:8888/tëst.jsp
I get the following error:
HTTP Status 404 - /t%C3%ABst.jsp
type Status report
message /t%C3%ABst.jsp
description The requested resource is not available.
Apache Tomcat/7.0.33
Any ideas? Probably something to do with Encoding?
