Building Installer msi files

Hi,

I am .net developer. I am creating a application which has Java as client app which needs to run as windows service. I know how to build MSI files in .net. Can you please suggest option where i can bundle the jar as service give to client so that he can just install. One more thing i am using 256 bit encryption. Hence i have overridden the U.S.Export and local policy in my JRE and JDK. I also found that these policy files differ for JRE6 and JRE7. This should also get in to the place when the user installs the client application.
