Spring AOP TX management error...

I am using spring(v 2.0) aop on java 1.4 version. When I write the config.xml for aspect oriented tx management I get the following error in the java program...

Line 9 in XML document from class path resource [config.xml] is invalid; nested exception is org.xml.sax.SAXParseException: cvc-elt.1: Cannot find the declaration of element 'beans'.

The xml file is as follows:
