onvif web service request: Error setting authentication in Header

Greetings!
Please could you share your ideas/even code with me in setting Authentication Header to send ONVIF request using Java

Enclosed Java ONVIF integration program(OnvifAuth2.java) uses Axis 1.4, while trying to GetScopes using username/password it return HTTP1.1/400 bad request even after setting the authentication header.
I am using org.apache.Axis1.4 API to send web service request(SOAP) to ONVIF camera.

Enclosed web service request packet info and request XML from ONVIF test tool and Java program captured through wireshark. While setting the Authentication header it returns 400 bad request.
Please could you assist me to analyse this issue. Thanks!
