Connection on client system

When I connect with this url try {
connection = DriverManager
.getConnection("jdbc:mysql://169.254.2.23:3306/hospital","root", ""); where 169.254.2.23

everything works fine from the host 169.254.2.23 which is my system but when I run my application on the client system, database does not work.

In other words, your IP address indicates you have no proper network connection.
