WSDL doubt - contract First approach-WSDL to Java

Hi Friends,

I'm working on contract First approach-WSDL to Java
Only the wsdl url is open to me

In wsdl snippet to my view soapAction is wrong. Because there is two http
If I'm correct(If the wsdl is wrong): Should I ask service provider to resend correct wsdl or shall I edit the WSDL for my TOP DOWN WEB SERVICE DEVELOPMENT

It doesn't matter what the soapAction is. It is just a string. It will never be used to access this url so having two 'http' shouldn't matter.
