1. Is the flashing of mimised window on toolbar depended on any system configuration?
2. I am first setting a title for the window and using '.toFront' to make the window flash for me. it works fine in my environment.
But QA says it never flashes in their system.

AFAIK This is an OS related issue and not a Java one. Do you both have the same OS and at the same version number?
In Windows 7 there are registry keys for enabling/disabling flashing taskbar icons. This Q/A tells you how to do both http://superuser.com/questions/316879/how-can-i-disable-flashing-icons-on-windows-7-taskbar

Thanks Tony,
This Flashing works every time in my machine also in my other teammates, I(We) have Windows 7 whereas my QA team has XP sp2 as OS in there system. So this Flashing basically is not working for XP OS?

It's a while since I used XP but from memory you can configure flashing on XP using the TweakUI tool. You can download it here: http://www.microsoft.com/windowsxp/pro/downloads/powertoys.asp

It is sorta covered in the JavaRanch Style Guide.
