caching on Proxy Server: tried Cache-Control, Pragma, Expires

Hello

We are getting issues with pages being cached, this issue is new with our new built.

We have the following on our JSP template:

// This is required to force no caching in IE
response.setHeader("Cache-Control","no-cache");
response.setHeader("Pragma","no-cache");
response.setDateHeader ("Expires", -1);
%>

<meta http-equiv="Content-Type" content="text/html; charset=ISO-8859-1">
<META HTTP-EQUIV="CACHE-CONTROL" CONTENT="NO-CACHE">
<META HTTP-EQUIV="PRAGMA" CONTENT="NO-CACHE">
<META HTTP-EQUIV="Expires" CONTENT="-1">

I do get page with cache if I press ctrl+F5

We have the following:
JSP
Struts
Dojo
Oracle

Our Proxy server is IBM Edge..
